Staff Notes Daily Announcements

On June 18 the President’s Council approved the business case for a new comprehensive, cloud-based system to replace and modernize a range of Human Resources- and Payroll-related applications and processes. This initiative will see staff recruiting and retention, onboarding, time reporting, compensation, payroll, performance, and learning management encompassed in one system.

This initiative is one of nine in the Operational Excellence (OPEX) program, UCAR’s multi-year effort to modernize business operations started in 2014 to provide state-of-the-art support to NCAR and UCP and implement a framework for continuous process improvement. OPEX was an important component of our recompete proposal to manage NCAR, consistent with NSF’s expectations of the need to modernize our business practices.

Through an extensive competitive procurement process, UCAR selected Workday’s Human Capital Management Suite. This summer, we will begin working with an integrator, Sierra-Cedar, to support us in configuring and deploying the Workday HCM solution for first use in mid-2019. Sierra-Cedar is a recognized Workday Services Partner. Thank you to the more than 30 staff from NCAR, UCP, and UCAR who participated in the evaluation process.

Workday’s Human Capital Management Suite will provide employees with a single, online system for all financial and HR needs, and will be used to improve service levels, optimize costs, provide enhanced analytic capabilities, and improve security and privacy. Recruiters and hiring committees will have improved tools and metrics to support both sourcing of diverse, highly talented candidate pools and onboarding of successful new hires. Managers and leaders will gain improved tools and metrics that integrate performance evaluation, development, and retention with career and succession planning.

We will keep you apprised of further information on the project as it becomes available. For regular updates on this project, visit https://www2.fin.ucar.edu/opex/hcm or contact the Project Manager, Karla Waltman at x8881 or karla@ucar.edu.

ACOM SEMINAR

Title: The Tropical Tropopause Definitions and Water Vapor Transport in the TTL: New Insights from Airborne in situ Measurements over the Tropical Western Pacific

Presenter: Laura Pan, Senior Scientist, ACOM

Abstract: The tropical tropoause region plays an important role in the Earth's climate system. The tempature and transport structure there control the amount of water vapor in the stratosphere, which has a significant contribution to the climate forcing. Correctly, representing the temperture structure in the tropical tropopause region is a significant challenge for the chemistry climate models. Understanding the controlling processes is a critical step for making progress. The ATTREX campaign provides a unique data set for examing our theory and hypothesis on the tropical tropopause and TTL. I will present an analysis of temperature, water vapor and ozone across the tropopause over the tropical Western Pacific (TWP) using the ATTREX 2014 observations. The analysis aims to address two connected questions:

(1) The cold point and the WMO lapse rate criteria, which one provides the "correct" definition for the tropical tropopause?
(2) Vertical versus horizontal transport processes, what are the relative importance for dehydration across the TTL?

These questions have been addressed in the past mostly through theoretical and model approaches. The new insights from the observational study on the these problems will be discussed.

Contracts has received notice that Grants Online will be requiring an annual re-authorization of user accounts starting in October 2018 in order to comply with federal system security requirements.  Grants Online is NOAA's online system where information about NOAA grants and cooperative agreements can be accessed and post-award action requests, progress/final reports, and financial reports are submitted.

NOAA will be sending additional communication at a later date to explain how the annual re-authorization process will work and Contracts will share the information as we receive it.  In preparation for this new functionality, NOAA will be deactivating all user accounts which have not been used to log into Grants Online within the last 12 months.   Any users whose accounts are deactiviated during this data cleanup effort will have to request a new account if future Grants Online access is needed

The accounts that have been inactive for the past 12 months will be permanently deactivated on June 8, 2018.  As such, if you have a Grants Online account and would like it to remain active, please ensure you have logged in within the past 12 months or do so prior to June 8, 2018.

Please contact Contracts at fedaward@ucar.edu if you have any questions.
