Policy Update: Driving on UCAR Business - Cellphones

UCAR Policy 4-5, Driving on UCAR Business has recently been updated to exclude use of cell phones while driving on UCAR business.  The cell phone exclusion applies to all business related driving in GSA, UCAR-owned, rented, leased, borrowed, and private vehicles used for business purposes. UCAR business is defined as work necessary to carry out UCAR projects, programs, and responsibilities. This policy update acknowledges the best driving practices from the NTSB and uniformly applies GSA driver responsibilities to all driving for UCAR business.

We recognize that cell phone use has become integral to business operations.  Drivers needing to answer or place a cell phone call are expected to park their vehicle in a safe location before using the phone.  Once safely parked the driver may use the phone as needed to speak, place or read text messages, listen to voice messages or use any other phone feature. Passengers may use the phone as needed while the vehicle is in motion.
