I have a question, or possibly a challenge, for you: Why are Delphi
questions merely confidential and not anonymous?

The UCAR Policy Statement says: "The Delphi Service is one means
by which any employee may ask a question related to the operation of UCAR
and receive an answer, while maintaining anonymity."

But the procedure for submitting a question requires me to sign my name.
That's not anonymous. I have a Delphi question to ask, but it could cause

From conversations with my colleagues at the Mesa Lab (mostly in the
A-Tower), I understand that many feel cold in their offices during the
summer months. A few may feel comfortable but no one whom I have talked to
feels warm. Of those who feel cold, none are able to adjust the
temperatures in their offices sufficiently with their thermostats. Some
open windows to avoid shivering (an early symptom of hypothermia). Most
find that they need to wear more clothes at work in summer than in winter.

I tried to find a few items among the Human Resources policies and
procedures and was unable to find them, so I have a few questions.

I think it would be good to add "Delphi Questions" to the Human Resources
Alphabetical Index. Could we please do that?

We were surprised to learn today during a fire drill that the top floor of
Center Green 2 has no fire or smoke alarms. None! Our warning consisted of
someone coming into our section to tell us that there was a fire drill.

I'm shocked that a building that was refurbished during the last five years
doesn't have a fire/smoke alarm system in half of the building. I think
that others in the organization might be shocked as well. I would like to
know how this situation passes current building codes and, even more

I'm writing to ask some questions about menu selections in the cafeteria.
First, I realize NCAR is in the science, not restaurant, business, and I
really appreciate having a cafeteria. It's a wonderful benefit, for in
addition to providing sustenance, it helps employees get to know each other
and encourages us not to jump in hundreds of cars and drive all over town
looking for lunch. The cafeteria staff is very friendly and does an
excellent job.

However, it seems like the nutritional quality of the food has gone

Why is the lower covered parking at CG1 closed off from employees?

Recently, NCAR announced an open competition to recruit more entry-level
scientists. The cut in base funding from NSF this year was distributed
among the scientific divisions unevenly, creating differences comparable to
what is needed to recruit a junior scientist. If this trend continues, I am
concerned that it may place some divisions at a disadvantage in the
competition. Perhaps the distribution of base funding cuts simply reflects
institutional priorities. If so, shouldn't this be made explicit so that

I was dismayed to see four more parking spots lost to "improvements" in the
front parking lot of Foothills Lab. With the construction of FL0, we have
now lost a significant number of parking spots while increasing the
workforce capacity on the FL campus. I agree with the goal of increasing
alternative transportation, but what steps are being taken other than the
disincentive of removing parking spots?

Does the organization have a policy regarding an employee's
responsibilities during an office relocation? During a recent move, I was
asked to move many large pieces of office furniture. It occurred to me in
retrospect that if I were injured during these activities, UCAR may have
some liability.

Why was the flag at the Mesa Lab flying at half-staff on April 5 th ? If it
was in response to the Roman Catholic Pope's death, wouldn't this be
considered violation of the separation of church and state and/or of UCAR
policies? I don't recall it being acceptable for any person to impose
his/her religious beliefs on others, and I believe this is specifically
prohibited by UCAR policy. Flying the flag at half-staff after the Pope's
death is an implicit endorsement of Roman Catholicism that I find offensive.
