Breed serves as NCAR project manager on weather modification projects in regions as far-flung as Mexico and the United Arab Emirates. He specializes in designing experiments in which aircraft seed clouds with silver iodide in an attempt to produce more rain or snow, while deploying a network of ground-based instruments to measure the results. Breed is an expert on the history of cloud seeding and on various approaches to attempting to modify the weather.
