Since launching Operational Excellence (OPEX) earlier this year, a number of data gathering activities have been completed including conducting multiple surveys, focus groups, interviews, and workshops. This research is the first stage in our efforts to ensure UCAR continuously improves its administrative and business service delivery in support of its scientific mission.  

Staff Activity Analysis Summary

In October, an Activity Analysis was designed and implemented to quantify the amount of time staff spends on specific administrative tasks.  The survey was developed to help assess administrative processes so that UCAR as a whole can become more efficient, productive, and flexible.

There were 414 staff members identified who spend 20 percent of their time on business, administrative, and IT services to take the survey. Of those who were identified to complete the survey, 226 surveys were completed. 

The responses have been compiled and a high-level summary has been created, which is called UCAR by the Numbers.  This is a first look at results and is meant to be a baseline for the current state of our business and administrative services. The data will require a lot of further analysis in order to implement the necessary improvements right the first time.  

The facts & figures on the UCAR by the Numbers document represent the areas of administrative work, the staff time involved, some key findings from those 226 respondents, as well as some data collected in focus groups.

Thank you to those staff members who took the time to complete this analysis and participate in focus groups.  

OPEX Next Steps

Taking these data into account, as well as the qualitative reports from interviews and focus groups, several areas for business process improvements are being evaluated, including:
    •    Researching and improving the Sourcing and Procurement workflows
    •    Improving the Human Resources hiring process

Other business processes will be considered over the next few months, with a concentrated effort to seek opportunities to improve customer service, obtain cost efficiencies, and implement best practices.  Additional information on next steps will be  shared in the first quarter of 2015.

Based on feedback received since Contracts released its new version of the PR form on October 23rd, improvements have been made to the PR form.  A revised version can be found on the Contracts website.  Improvements made include: 1) a change to the font size, 2) realignment and expansion of certain fields, and 3) change to the grand total calculation.

Some helpful tips regarding the revised PR form include the following:

-          Firefox is not currently compatible with .pdf files.  Please use a different browser.

-          If you fill out the PR form directly from the website, please make sure to save it in order to retain the completed contents.

-          Please fill in the item numbers.

-          The PR form can be signed electronically in both Adobe Reader and Adobe Acrobat Pro; however, you will have to save the document in order to do so.

Will you be attending the 2015 annual AMS meeting in Phoenix next month?  For those of you who are, we're looking for some help on Sunday, January 4th.

Every year, a committee of dedicated AMS members and staff work hard to plan and run WeatherFest. This is a four-hour long, interactive fair geared toward generating interest and excitement about weather, cllimate, the Sun-Earth connection, and math amongst learners of all ages.  In past years, as many as 3,000 people have attended, so it is a major event and a lot of fun.  This year, WeatherFest is being held at the Phoenix Convention Center, which is the same location as AMS, from 12–4pm on Sunday, January 4th.

This year's chairs are UCAR SciEd's Teri Eastburn; Viviane Silvia from NWS; and Kevin Kloesel from the Oklahoma Climate Survey. Together with our committee, we're reaching out to conference goers to volunteer at this fun-filled family event.  Volunteers are absolutely essential to the success of WeatherFest. Duties can consist of anything from directing people in and out of WeatherFest, responding to visitor inquiries, passing out WeatherFest passports or surveys, taking tickets, running AV equipment, assisting with set up/clean up, and much more. This year we will also host GO EXTREME! as part of WeatherFest where professionals knowledgeable about weather extremes will share their stories and careers, and answer questions as well.

We're looking for some energetic and enthusiastic UCAR/NCAR people to volunteer. We'll need help anytime between the hours of 8AM-5PM.  This time period includes set up, the event itself, and clean up.  If you will be in town and are willing to help (even if only for an hour or two), please send an e-mail to eastburn@ucar.edu at your earliest convenience.  Please include the following information:

Folks, we’ve had a request from the 2015 Colorado Science and Engineering Fair, looking for scientists to act as judges from 9am - 5:30pm on Thursday, April 9th at Colorado State University (see below for the full request from the coordinator). If you’ve never judged a science fair before, I highly recommend it, as it’s a ton of fun - the kids are smart and motivated, and occasionally have some rather “creative” ideas for projects (my particular favorite was the kid who decided to test the speed of sound in different air temperatures by sticking his head in a lit oven. He had some great sources of uncertainty and, miraculously, still had his eyebrows).

The 2015 Colorado Science and Engineering Fair (CSEF) will be held April 9-11, 2015 is the 60th Anniversary of the CSEF!  Judging for the CSEF will take place from 9 a.m.-5:30 p.m. on Thursday, April 9th.  The fair will be held in the Lory Student Center at Colorado State University.

The success of the CSEF depends in a huge part on the quality of the judges who volunteer to judge the approximately 400 projects from the 6th-12th grades (Junior Division is grades 6-8 and Senior Division is grades 9-12) in 12 different categories.  A description of the categories can be found at http://www.csef.colostate.edu/Category_Descriptions.pdf. You participation is greatly appreciated.

UCAR Community Art Program proudly presents two new exhibits:

Paintings by Cynthia Marsh Featured at NCAR

THE ART IS IN THE ACT OF BECOMING… to let go of control and attachment to outcome… and enjoy the process as it unfolds in the moment. –Cynthia Marsh. Cynthia Marsh balances the inclination to control, with the necessity to participate, stepping out of her comfort zone into an area of experimentation. With fluid dynamics, (the same physics that naturally occur in large-scale flows on Earth, other planets and in space), Marsh explores how different viscosities and densities of paint interact. Marsh’s work will be on exhibit in Gallery I of the National Center for Atmospheric Research Mesa Lab Dec 1, 2014 to Jan 30, 2015.

Photography For A Change Group Exhibit Featured at NCAR

PFAC is an organization which displays exquisite photographs of our natural and human environment, both online and in physical venues, with proceeds from print sales going to support two carefully selected local non-profit organizations—Attention Homes and Western Resource Advocates. In this UCAR show, we feature four excellent local photographers who have donated their images to the cause: Dana Bove, Bryce Bradford, Maria Rosa Fusté, and Daniel Joder, each with a unique vision of the world we think you will enjoy. A significant portion of sales from this show (50% at a minimum) will go to support the above-mentioned non-profits. PFAC group exhibit will be on display in Gallery II of the National Center for Atmospheric Research Mesa Lab Dec 1, 2014 to Jan 30, 2015.

With the holidays quickly approaching, this serves as a reminder to all staff and visitors of the parking policies. 

Security, X-1139, must be notified of all vehicles being left on our property overnight and for short term.

Employees on UCAR business related travel (not personal travel) may park/leave their vehicles in UCAR parking for up to two weeks providing it does not interfere with normal or emergency operations. 

  • Parking for business purposes will be allowed up to 2 weeks. No long-term parking or storage is permitted.
  • The employee is solely responsible for any damage that may occur. UCAR is not responsible for protecting any vehicles in our parking lots.
  • The employee is responsible for moving their vehicle in the event of an emergency such as maintenance work, construction or snow removal. Failure to move a vehicle in a timely manner (within 60 minutes) will result in the vehicle being towed and stored off site at the owner's expense.
  • Vehicles left for more than two weeks will be towed and stored at an off-site facility at the owner’s expense.

NETS amplifies the cellular signals inside our buildings at NWSC, ML, FLA, and FL4 because these buildings propagate external cellular signals very poorly. Federal Communications Commission (FCC) regulations regarding the re-broadcast (amplification) of cellular signals now require UCAR to obtain approval from the carriers in order to re-broadcast (amplify) cellular signals.  

NETS has secured a re-broadcast agreement from Verizon so UCAR will continue to re-broadcast Verizon cellular signals at the NWSC, ML, FLA, and FL4.  AT&T refused to permit the re-broadcast of their signals.  T-mobile has not yet agreed to permit re-broadcasting.  For these reasons, effective 12/31/14, NETS will cease to re-broadcast AT&T and T-mobile cellular signals.  We will reinitiate T-mobile when and if we negotiate an acceptable re-broadcast agreement with them.

If you are having trouble with your AT&T service this may be the issue.  You can convert to Verizon for better service to receive cellular service within the buildings, UCAR does have a Verizon contract.

Going forward, NETS will be exploring other options in order to support broader mobile device use in UCAR buildings.

These 3.5 day workshops are geared towards new users of NCL, and will be taught by both an associate scientist and a software engineer. The workshops include a combination of introductory lectures and hands-on labs.

During the labs, the instructors work with students to help them write NCL programs for analyzing their own data.

Limited travel funds are available for eligible students or faculty members at minority serving institutions in the United States, or from universities in EPSCoR states.

Registration is free and limited to 16 students per class, so be sure to register as soon as possible.
