The NCAR Executive Committee, with input from the NCAR Directors' Committee, the NSA, the ARG, HR and UCAR General Counsel, codified the procedures for "up or out" in the NCAR Scientific and Research Engineering Appointments Policy 6-5 effective September 1, 2010.
